The Tournament of Elements was a competition between the current generation of Elemental Masters which was hosted by Master Chen and held on his secluded island and which was inspired by the Tournament of the Sources.
It seems that Neuro is the direct opposite to Jacob as his courage is lacking while his element is potent. He hides behind the rules and never goes against them unless his success is directly endangered, directly contrasting his bolder moves later on in the season.
