As far as I can tell, the '19 team codes each give you 5 special team packs (2 inserts, 3 base for the team in the code), 2 Blitz Base 2019 packs, and 3 Donruss packs identical to the ones from the coin shop. These last three are the ones that can give you numbered inserts.
