Monster Mod's main aim is to increase Diversity and Challenge, and will continue to keep doing so as you level and progress through Skyrim, meaning some of the most bad ass creatures will only appear at higher levels, so keep hunting!
As well as the Diverse Dragon Collection you mentioned, I like to use other various individual creature mods as opposed to packs such as SIC. The ones I use are: Armored Skeletons and The Walking Dead - Converted from Oldrim and tweaked

{Diverse Skyrim, Animallica, Beast Skeletons, user opusGlass} are my picks, though I'd recommend only the Deer Pack or Lore Edition Redux versions of Animallica unless you are going for a summer ovhaul. You can also consider {Farm Animals and Co. Extended} or just {Birds of Skyrim} for a little bit of an extended ambience.
