To start a new title application for boats that do not currently have a Kentucky title, you must start on either the Home Page or from the Customer’s Account Pate. Starting from the Home Page:

It says “Homemade boats must go through the Rebuilt Titling process.” Visit the Fayette County Clerk office, go to the Rebuilts desk, and ask about registering a homebuilt boat.
The Manufacturer's Certificate of Origin (new boats). The vessel's title, properly assigned to the new owner (used boats). If you're transferring ownership of a boat previously owned in a non-titling state, submit the boat's most recent registration certificate instead.

All boats registered in Kentucky must have an HIN recorded in the state's title and registration database. Even though this is law, some records currently do not have a HIN recorded. If your boat does not currently have a valid HIN , you must apply for a Hull Identification Number.
