The Netflix app can be downloaded and installed from an app store on most devices and often comes pre-installed on newer TVs and TV streaming devices. If you can't find the Netflix app on your device, or the app is missing from the apps list or app store, follow the steps for your device below.
First try app reset. Close Netflix app, then try using YouTube to boot up the Chromecast, then relaunch Netflix. Next try Chromecast reset and app reset. If no luck then next try powering off your phone, Chromecast and router together.

The only thing that worked for me is unninstall and install back the Netflix app on my phone. Reset data and cache didn't work, reboot chromecast didn't work, plug out and plug back in Chromecast on TV didn't work.
