That depends on the game. Some has server-linked achievements and won't be counted during offline mode. Other games will pop up achievements but won't be updated upon connection. Finally, some others will store achievements locally and they will be updated as soon as you get back online.
I am playing through Ori and the Blind Forest (great game, btw) and I played roughly the first 5 hours on a road trip offline. I got back to a connection and updated the steam cloud save and I got no achievements.
