Once the unit acquires, it will send an activation request via the Iridium network. The Garmin servers will respond, at which point the unit is activated. There have been problems with activation over the past few days. Supposedly, they are resolved. Try the outdoor portion of activation again now. If it still fails, open a support ticket.

Guess though you're having the same problem? You get the 'can't unlock maps' message when the unlock file is missing. To fix it: 1) Log into your myGarmin account. 2) Click on the myMaps tab. 3) Find your GPS in the list and click on the details link to the right of the image of your device. 4) Find and copy the Product Key for your map product.
Enter your product's unlock code (or one of its unlock codes) Click on OK; If you received more than one unlock code, repeat steps 7 through 9 above for each unlock code; Close and reopen Garmin BaseCamp; Your product is now unlocked
