It seems like the behaviour has been tweaked, the bolts now only seem appear when the hoist has 'clicked' onto the engine. I guess this is to remove the exploit whereby tightening the bolts on the hoist made the engine jump into place automatically no matter how far away it was.
You dont actually even need the hoist. Use a toolbox, take out the 11 bolt screwer, close the box, center the toolbox in the car (where the motor goes) and plop the ready motor on the toolbox. It may take some adjusting, but it usually works.
The motor hoist is an item which is used to lower and raise the engine in and out of the engine bay. It connects to the engine block via two chains with 2x10mm bolts. It is found in the garage in the player's home in the beginning of the game.

Put it in the engine bay, grab the engine block with your kung-fu grip, point it in the correct direction and plop onto the crate. Wiggle it a little to align the bolts.
Put a beer case underneath of the car in the engine bay. And then set the engine on top of that and you can screw it in. I don’t know if you’re still stuck but try and line up the engine just behind the front wheels of the hoist with the oil filter side facing the hydraulic Hand pump.
The pulleys are on the left/driver side of the bay, so orient the hoist to the engine that way, where you can push it over the front of the car. How I always do it is drop the engine on the floor, lower the hoist to it’s height and tighten them that way, two 10mm bolts.
