Article 31 of REACH requires that the supplier of a chemical, whether a manufacturer, importer, downstream user, distributor or an only representative, must provide customers with a SDS complying with REACH, if the chemical they supply is hazardous.
Safety data sheets include information about the properties of the substance or mixture, its hazards and instructions for handling, disposal and transport and also first-aid, fire-fighting and exposure control measures. The format and content of the safety data sheets are specified in REACH.

The European Union legislation concerning compilation of Safety Data Sheets (SDSs) requires that the person compiling an SDS be " competent " (reference: REACH Regulation 1907/2006 Annex II Requirements for the compilation of Safety Data Sheets, para 0.2.3 of the introductory comments).
