I'd recommend changing your VPN location to see if that helps, otherwise use AnimeTosho instead. AnimeTosho has 99.9% the same as nyaa.si , it's practically a mirror, a lot of the DLs even have nyaa.si as the main tracker.
I don’t think dmca/ntd is that big of an issue for most stuff. Like you could Post The dvd of some foreign Spanish or polish film from 2008 and it would never get reported/removed, same goes for some independent or Shortfilms. Or mirrors of YouTube channels. Or old tv recordings (of news etc).
