Minnows are members-only fish that can be caught at Kylie Minnow's fishing platform at the Fishing Guild. They require a small fishing net and 82 Fishing to be caught, which cannot be boosted, granting 26.1 Fishing experience per catch of minnow.

You literally talk to a dwarf, get some red worms in an area north of the contest, do a 30 second fishing contest where you put garlic in a pipe to distract a vampire that thinks he's a human, take the trophy back to the dwarf and that's it. Only requirement is 10 fishing and avoid lvl 44 dogs.
