So why is minecraft forcing TCP for their servers? UDP would make it significantly less laggy with the occasional package loss. And before you say it uses both, TCP is being used while your playing on the server, UDP is only for the query as far as I know.
Yes, Java Edition uses TCP. The speed difference between TCP and UDP isn't so much about the speed of the data as much as how the data is handled. TCP involves verification and retransmission if data errors are detected while UDP has no checking.
Make sure the Minecraft server is running on 192.168.0.5 and that the firewall on that machine isn't interfering. As the other poster said check the status from the outside. There are a few websites that will remotely check Minecraft servers.

26 lip 2014 · It appears to be TCP only. Run a sniffer (tcpdump, wireshark, etc) against the default interface with a src or dst port 25565 and tell mc to hit a server with no port specified in the hostIP field. Or run a netfilter/packetfilter firewall and don't allow UDP.
