Saplings have two growth stages (with no visible difference between them) before growing into trees. When a tree is to be grown, a height is chosen and then the ground and space above are checked; if the ground is bad or there is not space for the chosen height, the tree does not grow.

23 paź 2024 · A spruce or jungle sapling cannot grow if it is part of a 2×2 square of saplings that doesn't meet the requirements for a giant tree. Except for giant jungle and giant spruce (as noted above), sapling growth is not affected by nearby blocks on the same level as the sapling(s).

Saplings do not grow when there isn't a player within a certain radius, even if their chunk is loaded. For oak saplings, this check applies to individual blocks; for dark oak, acacia and birch, it applies to each chunk.
I'm not sure about the space, although it looks like there's enough for at least the smallest trees. The problem appears to be that your torch layout results in light level 8 in the block above the sapling, while they need light level 9 there in order to grow.
21 lis 2016 · 2×2 spruce trees require a 5×5 column of unobstructed space at least 14 blocks above the saplings to grow (15 blocks including the saplings themselves). This column is centered on the northwestern sapling.
23 maj 2023 · Short answer: Dark Oak sapling may not be growing in Minecraft due to a lack of space, inadequate lighting, or obstruction by surrounding blocks. It may also be due to being in the wrong biome or simply needing more time to grow.
