While the Spooky Event is active, Green Candies have a 10% to drop from the majority of killed mobs. There are several items that increase the drop chance of candy including the Candy Talisman and its upgrades, Spooky Armor, Bat Person Armor and the EPIC and LEGENDARY versions of the Bat Pet.
When candy does drop, it defaults to being Green Candy, but there is a base 10% chance for it to be Purple Candy. This chance is increased additively by 0.2% per Mob level, and by +5% if you are wearing full Spooky Armor or Bat Person Armor. As a result, these decrease the chance to obtain Green Candy.

When killing any Mob, there is also a 10% (1 in 10 kills) chance to spawn a Primal Fear. This has a 6 minute cooldown, minus 3 seconds for every 1 Fear you have. Killing one will spawn one of six manifested fears, after which loot is granted, including Dark Candy, Green Candy, and Purple Candy.
