DECEMBER 2020 UPDATE - I've heard from multiple people that they have recently fix this now. You can no longer claim the skin pack. Mojang appears to have forgotten to remove the Minecon 2016 cape pack from their website.

If you confirm that the cape has disappeared and you cannot get it back, please visit the following link to fill out the Minecraft online form and feedback your problem to them. See if they can provide you with some solutions.
