Win 10 language pack stuck at downloading. I have been trying to install the language packs for Canadian/UK English and Simplified Chinese (mainly the hand writing feature) but I haven't had much success. I tried doing it via "Setting->Time & Language“ and "Control Panel->Change input methods".
