You can also perform a clean boot and check if that works.

Microsoft Encarta Encyclopedia was one of the first apps to feature what would later be refined into Metro UI for Windows 8 and Windows Phone 7. To my memory, you can see this UI as far back as the 2001 edition released with Windows Millennium Edition.
