Mega Sceptile has 6% more DPS, but Mega Swampert has 4% more ER (DPS 3 *TDO). In theory, this means Mega Swampert should be slightly better than Mega Sceptile in performance. Ultimately, I think both megas are very similar, and it will usually come down to type advantages.
