This article examines the enduring significance of the “Manchurian Problem” to pre-Second World War Japanese foreign policy and shows how the 1931 Manchurian incident and the creation of Manchukuo in 1932 came to be regarded by many in the Japanese government as the solution to this three-decade long problem.
On September 18, 1931, the Manchurian (Mukden) Incident marked the dawn of Japanese military aggression in East Asia. The Kwantung Army alleged that Chinese soldiers had tried to bomb a South Manchurian Railway train. Damage to the railway was minimal and the train arrived at its destination safely.
