First, restart your Mac. If the storage is still 23GB, delete attachments that you saved. Open Mail > Click Message > Remove Attachments; the message remains in the mailbox and Mail indicates attachments were manually removed. Also, select the emails in the Trash and choose the option to permanently delete them. I hope this helps :)
