Postupně vznikají první návrhy a konečně na jaře 1954 vyjíždí dva prototypy vozu Gaz M21. Má novou karoserii, motor je silnější s modernějším rozvodem OHV. Prototypy prošly celou řadou testů a v říjnu 1956 byla postavena první zkušební předvýrobní série.
