If you're ultra-restricted to lower desert area and Al-Kharid is out of your reach, there still is potential to catch one but it involves an impling roaming there all the way from Lumbridge. (I've heard of someone reporting they saw an impling near KQ lair)

Well, you should see (way) more lucky, and other high tier, implings during early/midgame as you spend more time on the ground instead of using all kinds of teleports. Still, no lucky seen ever on a maxed account is crazy.
