you cant use mystic for rares. if you dont get it, you can do shrine of chance and the sharko quest and king thresher quest for an extra 3 cards.
I got 40 strength, 50 fortitude for the last 10 power levels and I didn't get Lose your mind. The talent is not burnt, I checked. I did every free talent hand quests.
