I do not think you can make anvil recipes with data packs. The wiki says nothing of it: https://minecraft.fandom.com/wiki/Recipe. So the closes you got is smithing recipes, and the wiki says nbt data from the crafting items is passed on to the result. So you could probably tag all books with curse_book:1b.
