It's what injects enb into your game, but if you have a laptop with an integrated gpu and a dedicated gpu, for some reason the file is forcing the game to run on the integrated (shitty) gpu, which then causes the game to crash on startup. I was able to fix this by editing the file d3dx9.dll using notepad++, but unfortunately I don't remember ...
This is because you most likely have "♥♥♥♥♥♥♥♥♥.dll" or "dsound.dll" in your GTA IV directory, in order to run the ASI scripts you've installed (Simple Native Trainer, LCPDFR, ELS, etc) The solution is simple. Verify the game cache of GTA IV through your steam library.
