The only logical thing I can see the USB ports being used for are powering streaming dongles (and most won't work properly on any of these ports due to the limited current), or playing media from a USB drive (in which case why would we need so many USB ports?).

Yep that sounds about right. To know for sure, take a look at the actual port on your TV. Is it blue? Does it have 9 pins? If not, it's not USB 3.0. How old USB 2.0 controller supposed to detect a future technology that came after it was made? USB 3.0 is backwards compatible with USB 2.0.
