The laughing man OVA is good. You do miss out on a lot of the criticism about Japan, that led me to do more reading on the country. I do think you do miss a lot on the 2nd season OVA.
In season 1 The Laughing Man kidnapped the head of a medical company to get him to reveal that they had a vaccine for some cyberbrain disease. The company didn't want to release this because they didn't know exactly how the vaccine worked, and they could make more money with alternate treatments.
