This confuses Windows which never displays current time (it's always six hours off). Is there a command to enter, whether in a command prompt or in settings, that would force Windows to look at the time stored in the motherboard and update itself?
Go to Settings > Time & language > Language & region > Regional format > Change formats. Then set the 12 hour options there and set long date format to include day if you want it show up on notification area hover. These changes don't automatically propagate to welcome screen.

2 gru 2022 · Disabling and re-enabling the automatic time-keeping functionality in Windows fixes time-syncing errors a lot of the time. To do that: Right-click the Clock on the right end of the taskbar and select Adjust date and time. Disable the toggles next to Set time automatically and Set time zone automatically.
