As a few others have mentioned, the Washoe Country range up Pyramid Way is decent. Their days and hours are on their website. Weekends tend to be packed, particularly after it warms up in Spring. I tend to shoot for first thing Mondays. As far as public lands, I used to go to the dry lake north of the Flying J truck stop outside of Fernley.
