As a semi-exclave of Russia, it is surrounded by Poland (Pomeranian and Warmian-Masurian Voivodeships), Lithuania (Klaipėda, Marijampolė, and Tauragė Counties) and the Baltic Sea. The end of the river Neman forms part of the Lithuania–Russia border .
Kaliningrad is home to the westernmost and the only non-freezing port of Russia and the Baltic states on the Baltic Sea. Freight and passenger ferry crossings connect the Port of Kaliningrad, and its outport, the Port of Baltiysk with Saint Petersburg , and the ports of Germany and Sweden .
The Kaliningrad Region is the most western Russian region. The Baltic Sea and its gulfs touch the region’s shores. Almost the entire region is lowlands (0–231 m above sea level) with the Baltic Ridge (up to 231 m) in the southeast. There are dunes on the Curonian and Vistula spits (up to 60 m).
According to James Minahan’s Nations Without States , the green-white-blue flag is not an official one, but is rather the flag of the Koenigsberger separatists, who seek greater autonomy for the region and to raise its status to a republic.

Formerly the northern part of East Prussia, based on the city of Königsberg (now Kaliningrad) this region was annexed to the Russian SFR at the end of the war. With Baltic independence, it is now detached from Russia proper.
