Jonas Walker was a criminal with a long rap sheet. He was under FBI observation as a potential active shooter, with Special Agent Grant MacLaren taking a particular interest in his activities...
The Travelers show Grant the body of Jonas Walker, who historically went on a shooting rampage. The Travelers preemptively stopped him. Marcy informs Grant that he historically died between 11:14 and 11:17 PM in pursuit of Walker, when he fell 45 meters down the elevator shaft Trevor saved him from.
In Travelers, hundreds of years from now, the last surviving humans discover the means of sending consciousness back through time, directly into people in the 21st century. These "travelers" assume the lives of seemingly random people, while secretly working as teams to perform missions in order to save humanity from a terrible future.
MacLaren's case capturing Jonah Walker and the team's first mission assassinating Jonah was engineered to overlap. But that only makes sense if MacLaren would have been there in the first place to fall down the elevator shaft which seems extremely unlikely.
