Vortex and MO2 will install these to the correct place, but sometimes it doesn't hurt to manually verify. F4SE plugins are located in Steam\steamapps\common\Fallout 4\Data\F4SE\Plugins\

I followed a tutorial video on how to download mods for fallout 4, which it also shows you how to download F4SE at the end. However, it was very vague, but all of the commentors seemed to have figured it out so I don't know where I went wrong.
