It’s not supposed to be possible to import skins on console Minecraft for the foreseeable future, so the fact that you can is probably a bug.

As far as I'm aware of, at least on Playstation, I've never been able to use custom skins for my character as there is no way to download custom skins on the console (except maybe through flash drive).
