The NSTA was reorganized into the Department of Science and Technology (DOST) by virtue of Executive Order Number 128 dated 30 January 1987. Under this reorganization, NIST was renamed Industrial Technology Development Institute (ITDI) and remained one of the R&D institutes under the DOST.
