I've spent days trying to get my iPod to connect to my new Windows 10 Dell desktop. It would not show up under devices therefore would not show in iTunes. I did everything people suggested and nothing worked. I finally found the fix!
You can connect your device using a USB or USB-C cable or a Wi-Fi connection. See Sync content between your Windows device and iPhone, iPad, or iPod touch over Wi-Fi. Go to the Apple Devices app on your Windows device. Select your Apple device in the sidebar.

The "Devices" icon does not appear in the top left corner like they used to.
