One important thing for anyone reading this to note, is that ST uses AT&T towers for iPhones, so if you decide to go this route, make sure that the coverage is good in your area. You can't use a Verizon iPhone because they lack sim card slots (unlike the AT&T iPhones).

If they didn’t pay the phone off the phone is still locked to the carrier. If that’s the case you got ripped off or need the owner to call and remove the phone. Or the software is so old it has issues connecting to the activation servers. Which is usually solved by software updates, try restoring.
