There's a difference between locking framerate using a framerate limiter and setting refresh rate to 30hz (or Nvidia's half refresh rate setting). On consoles, 30fps is actually pretty smooth but on PC, if you use a framerate limit to achieve 30, the game will not feel the same way.
When you are playing games in 24 fps on a standard 1080p display, you'll experience choppiness, as 60 (for standard 60hz panels - the minimum for modern HD displays) divided by 24 doesn't round up well. There are perfectly fine examples of steady 30 fps games who deliver a great experience, like Wind Waker or Forza Horizon 2 & 3.
I'm seeing more and more people hating on 30 fps and saying that it shouldn't even be an option. A few days ago I saw a comment that says a certain new game is unplayable at 30 fps. What? How did I enjoy every second of it then? Statements like these are way too dramatic imo.
