Sion can't int for the turret if he doesn't have a wave to do it with. Any control/DPS mage will do fine against him, you can run First Strike and opt into a scaling setup with an early Dark Seal and pretty much farm him the whole game as long as you keep your sidewaves in check post laning phase.
