A Tier Unlocks are only available during Chinese New Year and IDV Anniversary or occassionally during events. Clarity is definitely "A Tier" if you know what I mean. Not much change from his classic skin but it is pretty good and a breath of fresh air from all the Steam Boys and Parasites.
