Just go to a good mall with lots of stores or a department store with men’s brands and look around and try stuff on that has a stretch waist and stretch when you tug the material. You’d be shocked at what you can find.

In my experience any loose fitting pants/jeans will do or even better, joggers. My favorite are the hiking pants from Eddie Bauer, that are water repellent on the outside, and fleece on the inside. They keep me warm, and allow a little room to stretch legs

I don't know if they still make them, but we had very good luck with the Chloe Noel men's skating pants when my son was both testing and competing in ice dance. They came with the strap at the bottom as well and weren't ridiculously expensive. They also held up pretty well.
