In my local a “flea” is basically someone who travels from job to job, typically a powerhouse to soak up overtime and and drag out projects. Their mindset is “ if I get this done too fast, then I won’t have work for tomorrow .” Instead of “ if I make the contractor money, they will keep me around.”
22 wrz 2009 · From what I understand the fleas started out as a group of IBEW members who would help a brother who is on the road. Then they evolved into a radical group that starts trouble on the large jobs. I have even heard of violence and vandalism.

"fleas" is a term we have in the union for travelling journeymen. They travel long distances, "hopping" into various different Local territories, following the big projects, looking for areas that have a lot of work around and signing the book as a traveller.
