You can get on hwy 441 to head into the park by turning left on to Ski Mountain Road. River Road is getting more and more traffic but there are far less traffic lights and pedestrian walkways. The real key would be to get very early starts for the national park.

Take the Lenoir City exit through Lenoir City and Maryville to Townsend. Take Wears Valley road to PF and you will come out at light #3. I have been both ways (40-knoxville and 40-lenoir city) and there is only 2 miles difference and the drive is much more relaxing and pretty than going through Knoxville.
