The Grapevine is a corridor along Interstate 5 in Kern County in California's San Joaquin Valley that descends from the Tehachapi Mountains through Grapevine Canyon.
From I-5, take the Capital City Freeway East exit from Downtown Sacramento, follow the signs to Reno. The Cal Expo exit is just Northeast of the American River. Highway 99 becomes the Capital City Freeway just North of the 12th Avenue exit. Continue over the river to Cal Expo.
If you know well in advance that the Grapevine is closed and you're concerned about road conditions through Tehachapi, then your only real alternative is Highway 166 to Santa Maria and taking the 101 southbound.
