Depending on your state's statute of limitations, you still might be able to try to sue the city and/or delivery service and/or newspaper publisher for the damage to your snowblower. If you can, try small claims court.
But a local newspaper keeps delivering a free edition, which is basically a bunch of ads with one or two insipid local stories. I’ve asked them politely numerous times to stop delivering it, to no avail.
