Turn off game file transfer and boom, 750Mbps sustained download on the steam deck. I have a 1Gbps fiber connection. My educated guess would be Valve simply just included a hard limit on their game file transfer feature. Maybe to prevent saturation of storage devices on the host, client or both.
Copy all you want, put them into the new steam install folder, restart steam and it should pick it up automatically that the files are there. Throw them on an external hard drive to move them across. Saves the time and effort of the steam backup feature.

I'm capped at around 30 MB/s - if I cancel the transfer and proceed with a regular download, I get my usual 60-80 MB/s.
