To change your server in the Steam client, go to Steam menu > Settings > Downloads + Cloud tab and change the download region. Keep in mind that just because a server is fast now doesn't mean it will stay fast as other people flip servers, go to sleep, wake up, start or finish huge downloads etc.
I have gigabit fibre and struggled to get Steam above 50-60MB/sec on my i5 12600k even though I could download files at around 110MB/sec through Firefox.
