Step 1:- Open up task manager and go under details. Step 2:- Locate the most used process called "steam.exe" under the details tab. Step 3:- Right click the process and set priority to the lowest possible one. Step 4:- Enjoy your steam downloads now being uncapped and not being limited. P.S.
To change your server in the Steam client, go to Steam menu > Settings > Downloads + Cloud tab and change the download region. Keep in mind that just because a server is fast now doesn't mean it will stay fast as other people flip servers, go to sleep, wake up, start or finish huge downloads etc.
I have gigabit fibre and struggled to get Steam above 50-60MB/sec on my i5 12600k even though I could download files at around 110MB/sec through Firefox.

Move the “downloads” folder to a temporary place and delete the original. Link the new cache location and copy the folder back. Restart Steam to resume your download/install. < >
