It's best to move your mods folder to the desktop for testing purposes, and delete the game cache files, along with the localthumbcache.package file from The Sims 4 folder in Documents when you're having issues with mods and cc.

Your Mods folder, if you installed your game in the default location, will be in [User] > Documents > Electronic Arts > The Sims 4 > Mods. There will be a file called Resource.cfg in the Mods folder.
