I wouldn't play a chaotic evil PC. They are uncooperative by design and force you to either A) hurt the party cohesiveness egregiously or B) play 'not-really' chaotic evil.
Neutral Evil can be played well in groups and Lawfull Evil too, but to my experience, when you really play a Chaotic Evil Character as Chaotic Evil, you need an Evil group or there will be bad blood in the end.
