To make them grow faster, you can set the randomTickSpeed to a high number. I don't recommend setting it to be too high though as that has messed up my worlds in the past. With that said, you can change it with the following command. /gamerule randomTickSpeed 100.

Im not experience with /data because its new, but i think it would be smth like /execute as @e [type=!player] data merge entity @s {Age:And Here Goes The Age} You can feed baby animals and they will get green particles over them. This accelerated their growth.
It defaults to 3. Setting it higher will make plants grow faster; lower will make them grow slower. I believe setting it to zero stops plant growth altogether.
