In the system files there's a settings app to launch, the option for full-screen is in there. ROSetup or something like that, should be right above the game launcher in the folder. I use borderless gaming. Edit: oopsie saw the Link to late.
Go to compatibility and checkmark "Disable full screen optimization". Then click on [Change high DPI settings] button. Put a check in the "High DPI scaling override" box and select "Application". Makes it look amazing in full screen, very nice size and readable. In short, it's windows auto upscaling that messes hard with this game.

Navigate to your library, right click on Ragnarok, then go to properties. Click on Local Files to go to the Ragnarok game folder. Then run Setup as an admin. From there you can adjust the game resolution and set it to full screen.
